Bullseye Database Marketing was founded in 1988 with the vision of enabling the earliest, trail-blazing direct marketers to use the information contained in their fledgling Customer Relationship Management (CRM) systems for highly targeted and effective direct marketing programs.

Because the first CRM systems were implemented by banks who were integrating disparate loan and deposit systems to present a complete snapshot of a customer’s relationship, the financial services industry has always been an important aspect of Bullseye’s client base. And because the financial services industry is so highly regulated, and financial data so highly sensitive, Bullseye has always been held to – and has risen to – the most stringent data security requirements and quality control procedures.

Over the last 25+ years, Bullseye has expanded from financial services into retail, travel and leisure, and not-for-profit. But the same principles which gave rise to Bullseye’s early success drive its success today:

  • deep understanding of customer database systems – but independence from any particular vendor’s IT solution;
  • statistically-driven survey and sampling methodologies to enhance customer databases with primary data, and the appending of purchased data to enhance customer databases with secondary data;
  • the research and testing of rented lists to expand prospect databases:
  • highly quantitative, data-driven, test-vs.-control strategies for list, channel, creative, copy, call-to-action and offer testing;
  • on-time, on-budget, and error-free campaign execution;
  • results tracking and analysis to refine strategy going forward.

Led by the first female NYC Deloitte consulting partner, Bullseye is both WBE and WOSB certified; is located in a HUB Zone (with certification in process); is supported by TERO-certified Native American suppliers; and, as required by the Gramm-Leach-Bliley Act (GLBA), has been fully vetted and certified by its clients to receive, handle, process and store their customers’ Confidential Personal and Financial Information, including TransUnion and Equifax credit-rating files.

Partner and CEO

Deborah Kobe Norris

Ms. Norris, a database marketing strategist, has been with Bullseye since 1992 and serves clients in the financial services, not-for-profit, retail and travel industries. Ms. Norris has been asked by both the national and local DMAs to highlight “best practices” used by her clients in the financial services industry, and to demonstrate how these practices could be applied to other industries.

Ms. Norris began her career with Deloitte in Kansas City. Ms. Norris was tapped early in her career to relocate to New York, where she was one of 40 individuals who launched the Firm’s Financial Services Center on Wall Street. There, she rose through the ranks to become the first female consulting partner in the New York office.

Ms. Norris holds bachelor and masters degrees in business and economics. She is a long-standing member of the Economic Club of New York and a Founding Member of its Centennial Society; a member of the Board of the Women’s Economic Roundtable in NYC, until its merger into Columbia University’s School of Journalism; a long-standing member of the University of Kansas’ School of Business Board of Advisors, including former Chair of the Nominating Committee and member of the Executive Committee. Ms. Norris spearheaded the introduction of Friends of Le Korsa in CT/Paris to Denver-based Project C.U.R.E., resulting in three cargo containers of used medical equipment being shipped, to date, to Senegal. Ms. Norris chaired the Elisa Monte Dance Company in NYC, where she pulled this 24-year not-for-profit from the brink of bankruptcy and set it on a sound financial course to its current 36th season. Additionally, Ms. Norris served as Treasurer of Ville de Marie Academy and as Secretary of Greasepaint Youth Theater, both in Scottsdale, AZ.

Ms. Norris was awarded the prestigious Wall Street Journal award and was featured in Warner Books’ Smash the Pyramid: 100 Career Secrets from America’s Fastest-Rising Executives and in Working Woman’s Forty under Forty.

Mark Jennemann

Mr. Jennemann joined Bullseye in 1989, a year after the firm's inception, and has been a driving force in helping clients develop and implement database marketing strategies for nearly 30 years.  Mr. Jennemann works with a variety of banks, credit card issuers and mutual fund companies managing all aspects of the direct marketing process, including strategic and creative development, list research, data processing, printing, lasering and lettershop.

Before joining Bullseye, Mr. Jennemann worked for Bank of Oklahoma and State Bank in Marketing Research and Marketing Management.  He is a graduate of Oklahoma State University, where he earned degrees in Marketing and Economics.  Mr. Jennemann has served on the boards of a variety of marketing related and non-profit organizations and has taught classes in Small Business Marketing and Direct Marketing at a local college.

Barbara Lacey

Ms. Lacey has dedicated her entire professional career to all aspects of database marketing.  With Bullseye since 1997, Ms. Lacey has supervised every facet of the database marketing process, and is especially proficient in developing, maintaining, and using customer databases in support of direct marketing programs.

Prior to joining Bullseye, Ms. Lacey spent two years at Superstar Satellite Entertainment, a division of United Video (now TV Guide), in Tulsa, Oklahoma, where she developed and maintained their marketing customer database.  Prior to Superstar, Ms. Lacey spent 15 years in the banking industry, the last six of which were spent performing market research/analysis and maintaining their marketing customer database.
